New candidate JEP: 369: Migrate to GitHub

As Mario wrote, this JEP is about moving to Github. The move to git is a
different JEP (357) and meets broad consensus, I think. Moving to github is
a much larger decision. Quite a few large projects use git, but not github.
For example, the Linux kernel.
