I see that there is:

 - Ensure that workflows structurally similar to the existing e-mail and
   webrev based workflows are supported.
 - Do not require developers to install OpenJDK specific tools in order
   to contribute.
 - For contributors not wishing to create an account on GitHub, we would
   continue to accept patches sent to the OpenJDK mailing lists.

Could you please make it explicit (in the Goals section), that
contributors will not be required to have a GitHub account? (and that
users without such account will not be discriminated)

I have signed your OCA and I fully understand why such paper is needed.
But a completely different thing would be if I had to agree with
GitHub's terms and conditions. From the free software (or open source)
perspective, I consider it unacceptable if a contributor is forced to
sign a contract with a third-party (like GitHub) in order to contribute
to the project.

I hope that the JEP is meant in this way and you are not going to
require GitHub accounts, but please make it explicit and guarantee that
OpenJDK is an independent project and does not require contributors to
sign a contract with any third party.
