openjdk.java.net outage? Also, could we track these outages publicly?

IMO, an (moderated) email-list like ops-announce or something would be
good enough, for broadcasting known outages and their resolution. Or
even a website to check if something's known. Then, when I experience a
problem I would check that first, and if it's not announced yet, I'd go
ahead and send to ops@ as usual. I don't see much need for public
discussions about outages.
