openjdk.java.net outage? Also, could we track these outages publicly?

I have nothing against creating a public mailing list for
infrastructure problems in addition to the ops email alias. But the
current situation is a little unsatisfactory for both users and oops
because:
- if you encounter an infra problem you can't know if it has been
reported and acknowledged already (e.g. yesterday I reported an issue
on jdk-dev and hotspot-dev, Thomas reported the same issue on discuss
and Christian to web-discuss)
- ops will get multiple reports for the same problem
- there's no place for ops to post the resolution of an issue.
I don't see a problem to broadcast most of the infrastructure issues
to the universe and archive them forever. I think this might be even
beneficial, because it allows us to do some statistics of what failed
how often which might be useful for improving things in the future.
Best regrds,
Volker
