Skara and the development guide

Hi all,

I was about to try out the new git workflow on OpenJDK and I realised
that the current Developers' Guide references the old mercurial
workflow only, i.e.:

https://openjdk.java.net/guide/repositories.html#cloning

Interestingly, the Skara documentation seems to be almost enough as a
replacement for the Developers' Guide.

I recall there were a few emails about the docs project, but I admit I
didn't pay too close attention, however I thought this was a good
moment to see if the Developers' Guide could move to the wiki so it's
easier to update and manage [1]?

[1] Even better, it should be its own project with sources and
contributions tracked properly, this could be a community effort and
not tax exclusively on Oracle's resources.
