The proposal is about a research project, so it would constrain the project as
well.  The high-level goals are best described by developing the set of
discussed deliverables and researching new use-cases like the one with
Firecracker.  Likely, they will change over time.  Therefore, it will be too
early to specify success metrics.  For example, we'd want to reach start-up and
warm-up time similar to what the prototype implementation provides.
