Question about JBS.

I read the OpenJDK developers' Guide several days ago, and it says that a newcomer must find a sponsor, and then ask the sponsor to help them create an issue in JBS.

And that to get an account in JBS, one must contribute two changes, and then to send an email to apply for it.

What does one have to do to get an account on the Java Bug Jira System, so that they can submit their own bugs? Is there a process we can sign up for in order to be able to do that?
