I hereby propose the creation of a new Project, Babylon, with me as the Lead
and the Compiler and Core Libraries Groups as sponsors.
Babylon's primary goal will be to extend the reach of Java to foreign
programming models such as SQL, differentiable programming, machine
learning models, and GPUs. Babylon will achieve this with an enhancement to
reflective programming in Java, called code reflection.

I propose that the initial Reviewers of this Project include Mourad Abbay,
Maurizio Cimadamore, Gary Frost, Ian Graves, Adam Sotona, and Sandhya
Viswanathan.
