The lists in question are not @java.net but @openjdk.java.net

I know the descriptions on that page don't give really good guidance, 
but I think by process of elimination you can rule out many of them.  
That's the process I followed a minute ago in my other reply, and I 
ended up with core-libs-dev

The other way to discover the appropriate mailing list is a bit 
circuitous.  Each group advertises on the group home page the scope / 
area covered by that group.  The  core-libs group lists *TimeZone*.java 
as being in their scope of responsibility
