Ant issue

I found the problem with Ant not using the correct javac.

In the process of trying to get b20/b21 building, we patched out a very 
important line in the langtools Makefile that sets JAVA_HOME to ALT_BOOTDIR. I 
apologize and this is back in. There is no need to change your system installed 
javac.
