I actually built b21 using the previous b19 IcedTea as follows:

% ./configure --with-icedtea-home=/usr/lib/jvm/java-7-icedtea

Previously to this I had not set "--with-icedtea-home" (despite
Lillian's note w/b21 which was quite explicit about this).  Lillian
says she will do an earlier "sanity check" on the bootstrap JDK
so that we will discover this sort of trouble before "a long compile time".
