This bug tracks (legal) issues that conflict with the free software guidelines
of various GNU/Linux distributions:

The Debian Free Software Guidelines (DFSG)
http://www.debian.org/social_contract#guidelines

Fedora Packaging Guidelines
http://fedoraproject.org/wiki/Packaging/Guidelines

Issues tracked are, no, or unclear, legal notices on source files, conflicting
legal notices on files, binaries for which no sources are available, or
binaries which aren't actually build from the corresponding source code.

The last category is important because GNU/Linux distributions have rules
against source packages including pre-build binaries, packages need to be build
from source code that is the preferred form of the work for making
modifications to.
