jdk/make/common/Release.gmk uses native2ascii to generate the man pages. But
native2ascii isn't included in the bootstrap ecj dir.

An addition problem is that although gnative2ascii from classpath/gcj can be
used during bootstrap it has one "bug" in that native2ascii accepts -reverse,
but gnative2ascii calls this -reversed (not the extra d).
