This was a problem when using the ssh protocol for remote hg commands.
It came from the following setting in /etc/ssh/sshd_config:
        
        # Allow client to pass locale environment variables
        AcceptEnv LANG LC_*
        
I have disabled it on the machine so ssh doesn't try to use your local
settings anymore.
