Correctly use --enable options

I've committed the attached patch to the IcedTea6 tree.
It ensures that the plugin and docs are enabled if that
is explicitly requested.  The previous behaviour was
that the plugin would be enabled by default, disabled
by --disable-gcjwebplugin but also disabled by --enable-gcjwebplugin.
