Not necessarily for icedtea proper, but we encourage people to also push any
changes into GNU Classpath and OpenJDK upstream to keep divergence as small as
possible. Those project do normally require some kind of copyright assignment.
com.sun.image.codec.jpeg is an deprecated package though, so it isn't clear any
of them would necessarily want a new (wrapper) implementation.
