JNLP failures building latest hg of IcedTea

FWIW I just checked the IcedTea6 build I have here (quite old now -
based on b11)
and Launcher.class is in its rt.jar.  So I strongly think this is a
case of the IcedTea
being too old to build against using the 'quick' method.
