IcedTea 1.11 on Fedora 10 - Missing java.util.Scanner

It looks like the Makefile logic that adds icedtea-euctw.patch is not
working as expected.  Since this was an IcedTea 6 patch, was the logic
implemented correctly in IcedTea 7?
