I see, you suggest to synthesize this tz.properties file for the distro, so it
doesn't have to do that itself. OK. But this still goes beyond simply fixing
the issue of the reporter. And I would like to just get a replicator for the
original issue reported and fix it in the simplest way possible. Without
completely redesigning the support for tzdata at this point. Even though that
is a good idea.

BTW. I thought your suggestion was to make this property point "in tree" or
"out tree" depending on how the tzdata is packaged. That seems a good idea to
me. Since currently we always generate the tzdata in tree, which is redundant
if the distro also generates it "out tree". I would like to see a fix for that
(which definitely deserves its own bug report).
