Well, if that's the answer here, that explains why there's no pkg-config
file.
It's not a question for the Fedora lists because distribution-specific
packages don't need to be in the business of adding ad hoc pkg-config
metadata.
It might be a question for a jpackage.org mailing list. But it's
pertinent here, too, because this sort of thing needs not to happen in
isolation.
