[FYI]: Set IMPORT_BINARY_PLUGS to true.

Hi,

Small change from the old b16 to the new b16 broke the build. 
IMPORT_BINARY_PLUGS is now set to false by default. I have set it in the 
IcedTea build to true, since we still need to use our plugs for javaws, 
plugin etc.
