I don't see why we need a "project".
There's already all kinds of hotspot forests on
http://hg.openjdk.java.net/
that don't have any associated formal project.

I suggest that the current maintainer of
the openjdk public forests (Erik, perhaps)
just go ahead and create the new repos
with whatever name you want
(e.g. "hotspot-14").
