[patch] fix hotspot build with small SC_ARG_MAX

This is the right bug. I moved it to jvm/hotspot/svc_agent.

Christian was planning to check out this patch. I'll check with
him to see if he want me to take care of this via RT_Baseline.
In either case, we'll have to push the change through JPRT and
we'll set the contributed by line to Matthias...
