[icedtea-web] RFC: remove JarSignerResources and JarRunner

Hi,

The attached patch removes the unused classes JarSignerResources and 
JarRunner. These classes are completely unused. IcedTea-Web builds fine 
with these changes. I have not observed any runtime changes either.
