RFC: 1.10 Release

[Dr Andrew John Hughes]

I suggest we branch for these just after Christmas.
I'd like this to be based on b21, but if that's not made an
appearance by then, we should still go ahead.  Too much stuff
is having to be backported to the other branches.

Thoughts?
