Are we going to support Big5 HKSCS-2004 in IcedTea6?

I think it's worth giving it a try.  I don't see why people should need to
move up to OpenJDK7 (which won't even be released for about another nine months)
just to have support for this.

But please test it well :-)
And make sure we don't see any regressions.
