New 1.6 release imminent: 1.6.3

There are some changesets on the 1.6 branch that have not yet been
released (including aph's debuginfo patch and a backport of the issue
with ReentrantReadWrite locks).  I'm going to do a quick build test,
then tag and release this as 1.6.3.

Any objections?
