netx: Unexpected net.sourceforge.jnlp.ParseException: Invalid XML document
syntax. at net.sourceforge.jnlp.Parser.getRootNode(Parser.java:1196)

The testcase jnlp file are encoded with UTF-16.

The XML contents of the jnlp file pass the W3 XML validator service.

This bug makes it impossible to launch any of the 
http://phet.colorado.edu/simulations/
physics simulations online.
