Well, it doesn't 'go in' anyway.  The effect would just be that we
turn off the plugin & netx by default and point people at IcedTea-Web
(ITW) if they turn it on (i.e. deprecate the in-tree code in favour of
ITW).

I do plan to patch 1.8 & 1.9 with the option to disable netx.  This
will allow anyone to start using IcedTea-Web with the next releases
from these branches.
