[RFC][Icedtea-Web]: make CacheDirectory class final

Hi,

 This patch is to make the net.sourceforge.jnlp.cache.CacheDirectory a final class, since it shouldn't be extensible as pointed out by Denis.
 
 Changelog:
* netx/net/sourceforge/jnlp/cache/CacheDirectory.java:
Added final modifier to class declaration.
(CacheDirectory): New private constructor.
