At least Ubuntu doesn't support partial upgrades. The version number in
/etc/lsb-release is finally set for the release candidate of a release. Unless
you see "development" in this file, you should trust the version number.
Now, running another distribution in a chroot would report the wrong kernel
version. I don't mind if you report this information too, but omitting the
distro information seems a bit odd.
