[RFC][IcedTea-Web]: Change #4 (PersistenceService) of new JNLP specification (v7.0)

I have attached the *SECOND *updated copy of my patch that keeps my line 
width at a reasonable limit and removes unnecessary comments. I have 
cleaned up the code and also have changed the new method name from 
checkSigned() to isSigned().
