There are two public development boxes (see http://io.debian.net and
http://asdfasdf.debian.net) but AFAIK access is only granted to Debian
developers.
There are publicly available pre-installed images (in VBox format,
IIRC) but those are very outdated and I don't recommend them.
If you want to get a test system fast, best way is to use a
businesscard image from
http://www.debian.org/releases/squeeze/debian-installer/ then run
"apt-get build-dep openjdk-7" to get a build environment ready.
Sorry that I can't provide a better answer, maybe someone else from
this list can.
