[RFC]: implement codebase_lookup for applets

Hi.

The attached patch implements codebase_lookup="false" for
applets. I used this as a test:
http://icedtea.classpath.org/~dlila/tmp/cbl_test/index.html
Even though the class is there, a CNF exception should
be thrown, which is what happens with the closed source
plugin. When I change "false" to "true" in index.html, it loads.

Am I missing anything?
