Although local jnlp files are now handled correctly
(http://icedtea.classpath.org/bugzilla/show_bug.cgi?id=804) and also local
resources with spaces are located properly, all resources with spaces located
by url (included jnlp(!) and jars) are not found. It seams that netx is
requesting resources  "how they are" instead of encode them like proper URI (=>
not only spaces, but all url-should-be-encoded-chars are affected)
