BRANCH FREEZE: 1.8, 1.9 and 1.10

please consider the 1.8, 1.9 and 1.10 release branches frozen
as I prepare the release.

Please note that, due to the impending release of 1.11, this will be the last
release of the 1.8 series.  Once 1.11 is released, 1.9, 1.10 and 1.11 will be
the supported branches.
