There shouldn't be any blockers to just using the existing IcedTea-Web build
system. If there is, then those are bugs we should try and resolve. Even
Windows supports autoconf with an appropriate toolset installed AFAIR.
I remember hearing something about it working on *BSD and I believe we even
have had patches for this.
