No (at least not in this case). Some applets specify a codebase
parameter. Every time a resources is not found anywhere else, the
classloader will search the codebase for that resource. The codebase is
supposed to be remote. The delay caused by it can severely affect some
applications. And this delay is what we want to reduce the second time
around.
