Not officially, but I don't foresee x86/x86_64 users wanting to use ~u3
over u4, so in practice 2.1 exists primarily for ARM and pretty much
all the post-release changes have been relevant only to that architecture.

As those changes to 2.1 are mainly in the HotSpot tree, maybe the better
idea would be to provide the option of building 2.2 with the 2.1 HotSpot
tree.

The security patches will be applied to 2.1 and 2.2 as the releases supported
at the time.  I think it would be preferable if the security update was kept
separate from releasing other bug fixes & feature updates, but I'll leave this
up to you as the primary ARM maintainer.
