This really does impact a large number of users, because one example of such a
JNLP-launched Java program, including jar files which are only partially
signed, is the IBM/Avocent remote console utility, used with every system IBM
ships with onboard lights-out management.  Presumably Avocent has licensed this
code to other system builders as well...
