[rfc][icedtea-web] Marking some of reproducers as failing sometimes

I have selected reproducers which are randomly failing most often.
When you look to dily report that marked is approx 3/4 of "sometimes" faiing reproducers. And it is 
13/86 at all.

I have tried many times to fix this tests, but the I have found the issue completely random :(

In case that extended KnownToFail annotation will be approved, I believe this have sense.
