[fyi][icedtea-web] Fixing the reproducers engine on 1.2 in f17

This is minimalized backport of fixes to  - head - JunitLikeXmlOutputListener.java which
  * eliminated NullPointer exception which was causing  xmloutputer to die and so product not-valid xml.
  * behave correctly with ignored tests
