I have taken a deeper look into this bug. Aside from the dependency of
percent-encoding trouble (Bug PR909), the 'best' URL is being determined
incorrectly by ResourceTracker.findBestUrl( ) when the resource is initialized.

As a result, I have reopened this bug.
