[icedtea-web] RFC: Test case for PR1533

Hi,

PR1533 says that resources are not filtered and combined as needed. I
wrote up a unit test to check that. Unexpectedly, the test passes. I
asked the reporter for more information, but the test seems good enough
on it's own. Okay to push?
