It's due to:

zeroshark.make is not being included.

The bug is also present on 2.4, but doesn't show up in the build because
there's no ARM port, leaving zeroshark.make with just adding some additional
defines.

Will be fixed by syncing IcedTea 2.x trunk with its forest again.  I was going
to do this a while ago, but there was no new tag upstream and thus not much
reason to update for but a few local changesets.
