[rfc][icedtea-web] finish removal of LEGACY_XULRUNNERAPI

7 moths ago Adam removed LEGACY_XULRUNNERAPI in C code, http://icedtea.classpath.org/hg/icedtea-web/rev/15b3aaef3a81
But forgot to remove also check in configure and acinclude. His "fix" was reverted for 1.4 later.

Imho the rest of LEGACY_XULRUNNERAPI patch should be removed (http://icedtea.classpath.org/hg/icedtea-web/rev/c5faf63fc34e) or adam's patch reverted also for head.
Although I would rather keep the check, in head there is probably really no need to count with legacy xullrunner.
