IT_CHECK_FOR_JDK relies on the enable_bootstrap variable but does not depend on
the IT_CHECK_IF_BOOTSTRAPPING macro having been run.  Thus, the test for
bootstrapping mode can fail even when bootstrapping is enabled, leading the
bootstrap VMs to never be tested for.
