1.13.0 Release Imminent

The changes proposed for 1.13.0 are now nearly all complete:

so the plan is to make a release over the next few days, hopefully
before the new year break.  Any later and we risk hitting the next round
of security updates planned for mid-January [0]

Please make any final changes ASAP.
