6 has always had dual-HotSpot support.  We just haven't used it since 1.10.x
(when we stalled at hs20).

It does make sense for the majority who are not using ARM32.  I've set it up so
that Zero/Shark builds will default to the original build, while others will
use hs23 (the HotSpot from the 2.3.x branch).  An attempt to do
--enable-zero/--enable-shark and --with-hotspot-build=hs23 will error out in
configure.
