Proposed fix

Currently, IcedTea-Web relies on GTK to display a dialog if the JVM is not
found.

However this GTK dependency must be removed as we need to pick a version of GTK
to link against at build time and subsequently, IcedTea-Web will only work with
browsers using that version of GTK due to GTK2/GTK3 being incompatible.
